I recently used a x2 multiplier for teams with relocation pain, and its application will be fairly rare.

In order to qualify, the team must be in a location that has lost a previous franchise in the last 30 years. for example, the LA Rams would get a multiplier for leaving LA for St. Louis in 1994 before returning in 2016, but the LA Chargers don’t qualify unless they move back to San Diego at some point. The Washington Nationals wouldn’t qualify either, because Washington lost the Senators over 30 years before the Expos relocated.

Basically your team needs to be playing in a city that previously hosted a team in that league, and that the previous team had left within 30 years of the new team arriving, and that the new team has been in that location for 30 years or less.

LA is a special case with the Raiders and Rams both leaving in 1994, and then when the Rams returned in 2016, they got the franchise relocation multiplier due to previous history in LA. If the Raiders had moved back to LA instead of Las Vegas, they also would’ve received a relocation multiplier, but the Chargers, being a divisional rival of the Raiders with a 50 year history of playing in San Diego, would not, as they had no natural fanbase in LA, and had to generate a new fanbase.

You might say this is arbitrary, and you’d be right, but I still wanted to define the parameters for anyone that wanted to get in the weeds on this.
